Most airpumps emit about the same level of noise unless you buy a very high end pump which is a relative waste of money. Your best bet if you want to keep your pump quite is to place it on a few squares of foam to absorb the vibrations. Most of the noise is caused by the pump vibrating against the surface its on rather then the motor itself. By placing the pump on the foam or another soft surface much of the noise is reduced.
i use an aquaclear filter. it dosent require a air pump cause it puts oxygen into the water as it flows and filters through. u could hardly hear it when its running. the only sound you hear is the water flowing back into the tank if the water in the tank is getting low. and you dont have to replace the filter inserts for up to 6 months but u have to clean them every month or 2
I agree with the Aquaclear filter. I’ve also used the Whisper filter before but I think the Aquaclear is better and easier to use. The Penguin filter is best, but more expensive. You should also use aquarium salt. It helps with stress and even cures some of the illnesses. Good luck.
I have two Elite airpumps. Both sized to the gallons in each of my tanks. I placed them on extra carpet folded in half or folded up towels I wasn’t using to get rid of some of the buzzing sounds they produce during operation.
They still produce a slight hum but not like it was with out the towel/ carpet buffer.
I use Whisper Air Pumps on two of my tank and are very pleased with how quiet they are. Its rubber feet and suspended motor prevent sound waves from reflecting off surfaces. I have one in my room and I hardly hear it at night, plus they are well built and are fairly inexpensive. Here is a link to see it.

I have 3 Whisper Air pumps, 2 different sizes. I am very pleased with them and they are not terribly expensive either.
